First Steps
- Make an agreement with the current owner(s) of the land you want to build a highway on.
- Choose a contractor so construction can begin.
Construction

- The survey crew will mark the ground where the highway will be built.
- Build drainage pipes and structures to carry water and keep it out of the road.
- Construct on the bridges and structures that will be part of the road.
- Grading- flatten or build up the land so sections of the road will be on the right level when it's completed. The grading is done with bulldozers.
- Gravel is laid out on the roadway for solid support for the pavement structure.
- The road is paved, so there's a surface the vehicles can drive on.
- The stripes are painted on the pavement and signs are placed on the road to tell drivers useful information.
- During the whole time of construction, inspectors are checking to make sure the project is being done right.
Ceremony
- A ribbon is placed across the road for officials to snip.
- When the celebration is over, the traffic can start moving!
